Legal framework

Every service rests on current Slovenian law. Below are the key acts, recent changes and official sources.

The core act on entry and residence of third-country nationals in Slovenia: temporary and permanent residence permits, the single permit (residence + work), grounds for issuance, durations and refusals. The ZTuj-2I amendment (in force from May 2025) substantially changed the rules.

  • First permit now up to 2 yearsUnder ZTuj-2I the first single permit is issued for up to 2 years (was 1), renewals up to 3 years (was 2). A first application may now be filed at the administrative unit (Upravna enota) while lawfully present in Slovenia.
  • Digital nomad permit (new)A new permit (applicable from 21 Nov 2025): for remote work for a foreign employer/clients, with no access to the Slovenian labour market. Up to 1 year, non-renewable; re-apply after a 6-month gap. Immediate family reunification is possible.
  • Property does not grant residency automaticallyThere is no separate "residency for buying property". A property owner may obtain residence under Article 51 ("other justified reasons") only if they actually reside in Slovenia and prove sufficient income. Third-country nationals (incl. US citizens) buy property on the same terms as EU residents.
  • Permanent residence — 5 years + A2 languagePermanent residence after 5 years of continuous lawful residence, with an A2 Slovenian language exam (since Nov 2024), sufficient means, health insurance and no public-order threat. Permitted absence: max 6 consecutive or 10 cumulative months over 5 years.
  • Family reunification — A1 language for adultsFrom 1 Nov 2024 adult family members must prove Slovenian at "survival level" (A1) for reunification. Exceptions: 60+, health, illiterate speakers and others.
